This is what happens when you don't have a play clock in soccer.  Plays just hanging around before a penalty kick.  Doing nothing, just standing there, being soccer players.  So what happens?  A fan, probably feeling the frustration of all fans who feel soccer sometimes needs to speed up the game, runs onto the field and soccers the penalty kick.
